Availability of a route from overseas does not mean it can be applied for from inside the UK as a visitor. Switching restrictions depend on the route. An offer or family event does not by itself create permission to remain for a different purpose.
Discuss the current permission and the proposed outcome before assuming that staying or applying locally is possible. An expiry date needs attention, and a general guide cannot select an individual application or determine continuing status.
