Settlement and residence
Settlement can be an important milestone after time spent on a relevant UK route. It is a distinct status decision, rather than an automatic reward for living in the country.
The route history and the conditions that apply to the person matter. Indefinite leave and British citizenship are separate concepts; achieving one does not by itself complete the other process.
Previous permission, time in and outside the UK, and changes in circumstances can affect the question. The right moment to consider settlement depends on that history, not simply on a general anniversary.
